Dear Parents,

Welcome back to everyone from a long and relaxing summer. And welcome to new olim who's summers may not have been relaxing, but surely were exciting as you embarked on the adventure of a lifetime.

School is back in session and the holidays are quickly approaching. During this transition time it is easy to be overwhelmed by the demands of life, especially if your life includes raising children who learn differently.

Our newsletter this month aims to present you with an understanding of the structure of the special education system in Israel - to arm you with information, so that you are less overwhelmed.

Understanding the system is important because knowledge is power! It is the power to make things happen for your children when “the system” is less than perfect.

Understanding the Israeli Special Education System: 
Education for Children with Special Needs
חינוך לילדים עם צרכים מיוחדים
This article, published on the website of B'Zchut, reviews the laws of the State of Israel as they relate to children receiving special education services and also explores the way they are actually implemented (or not!). 

The article includes an explanation of the addendum to the original law, which provides for children with special learning needs studying in regular education classrooms.  (You can read the article in both Hebrew and English.)

לקראת שילוב ילדכם בשנת הלימודים תשס"ט
This letter, published by B'Zchut, and presented on the website Makom Meyuchad (מקום מיוחד), explains the process involved in a child becoming eligible to receive resource room hours (shaot shiluv), while studying in a regular education classroom. 

The letter includes a timeline showing when each step is supposed to happen and an explanation of each step in the process.  (This article is only available in Hebrew.)


חוק חינוך מיוחד, תשמ"ח-1988
This link, from the website דין מקומי (Municipal Laws) contains the full text of the law that governs the rights of children in Israel to special education services, including  Addendum #20 ( פרק ד1 ), the part of the law added in 1992 to address the rights of children with special needs to receive services in a regular education classroom.

?מי יתן סולם לשרת החינוך
This editorial from Ynet (ידיעות אחרונות), protests the decision of Misrad HaChinuch to remove funding for Saayot (Shadows) so that children with health problems can attend school. 

Note:  This decision was appealed by a group of parents and this week, the Israeli court system ruled that Misrad HaChinuch is required to change this decision.  See:

School Tip!

Ask for Shaot Shiluv Now!  If you think your child in grades 1-9, is eligible for Shaot Shiluv (remedial teaching hours) then contact your school yoetzet (guidance counselor) now.   Decisions about which children will receive Shaot Shiluv will be made before Sukkot.  Shaot Shiluv
 (שעות שילוב ) are provided during school hours by a qualified special education teacher.
