Planning for September  - The Time Is Now!

PWP Newsletter - Winter 2010

February 2010                                                                                                      ùáè úù"ò

Dear Parents,

Our children are about midway through the school year and most of us are now turning our attention to
preparations for Purim.  Although it is only the middle of the winter, if you have a child who may need any type of special education placement for NEXT YEAR, you must apply NOW.

In this newsletter we provide you with information from the Israeli Ministry of Education regarding the process and deadlines for application for services. You will notice that the deadline for beginning the application for a Vaadat HaSamah (a meeting to determine eligibility for special education) passed just a few days ago. Don't panic!  As long as you get your completed application in soon you should still be able to get an appointment.

If you have friends planning on aliyah with a child with special education needs, then please send them this newsletter. These rules apply to them as well, even if they are not yet living in Israel.

This newsletter also offers you guidance on how to be an effective parent advocate. Empowering parents with information and skills to work the system and help their children succeed in school, is an important part of our work. Let us know if we can help you.

Best wishes,

Gayle and Esther

Becoming Better Parent Advocates for Your LD Kids
By Gayle Shimoff, MA
Here are some strategies which have been helpful to me both as a parent and as a professional educational advocate. They can be helpful for any parent, but are essential for parents of LD children.  Using the approaches and strategies described in this article can help you successfully apply for and receive services for your child.  These suggestions can also help you make sure those services work for your child once he begins to receive them.

The Application Process for a Vaadat Hasama
This hebrew language article from the website î÷åí îéåçã describes the process that parents need to go through in order to schedule a meeting (Vaadat Hasama).  This meeting determines a child's eligibility to study in a special education gan, a self-contained special education classroom within a regular school (ëúä î÷ãîú), or a special education school.

This hebrew language article, also from the website of î÷åí îéåçã, describes the process that parents of children with special needs studying in regular classrooms need to follow in order to receive special education services, such as shaot matya - horaah metakenet.  While the timeline for a Vaadat Shiluv is later than for a Vaadat Hasama, it is important to know that by the spring you should make sure your child's school is scheduling a Vaadat Shiluv in preparation for the upcoming school year.

Application for a Vaadat Hasama for the School Year
Starting September 2010 (úùò"à)

Dear Parents,

We are currently preparing to place students with special education needs for the upcoming school year.   Students that will need a special education placement (in a Gan, Elementary or High School) will be referred to a Vaadat Hasama (meeting to determine eligibility) on the basis of the requirements of the Ministry of Education.

Instructions for a Referal to a Vaadat Hasama:

  1. Referral questionnaire filled out by the ganenet (pre-school teacher) or teacher, which is signed by the parents and the educational supervisor.
  2. For children applying for trom chova (ages three and four) this includes a medical report from the child development center written by a developmental pediatrician (and any other medical reports) and reports from related therapists (speech therapist, occupational therapist).  Children applying for Gan Chova (Kindergarten) and school placements must submit a report from a child psychologist.
  3. The questionaire needs to be handed in by the end of January and the rest of the reports and evaluations should be submitted by the end of February.
After receiving all the reports mentioned above, a date for the Vaadat Hasama will be chosen and the parents and the child wll receive an invitation to participate in the discussion.

Requests that are handed in late will not be given a date for a Vaadat Hasama and we have no obligation to place children with late applications in special education placements. (They will have to study in regular education.)

For your information, according to the instructions of the Education Ministry:
  1. The last date for Vaadot Hasamot for placement in a special education pre-school is Monday, May 5, 2010.
    (é"ç çùåï úù"ò)
  2. The last day for Vaadot Hasamot for placement in a special education classroom or a special education elementary school or high school is Thursday, May 13, 2010  (ë"è áàééø úù"ò).
After these dates we will not be scheduling any Vaadot Hasama for the school year starting September 2010 (úùò"ä)
For your information:  Placement of children that are eligible for special education is dependent on the confirmation of the education ministry and the related budget.

What's New at PWP?
A New Junior High School Track for Religious Boys

As those of you with older boys already know, the transition to a junior high dati yeshiva curriculum is often shocking at best and debilitating at worst. This is particularly true for boys with mild learning disabilities or mild AD/HD.

For this reason, PWP is starting to work together with Iriyat Beit Shemesh to create a new junior high school track for dati boys.
